2020-03-09 Clements Column – Budget Highlights
The Legislature is over halfway done with the 60-day session and the Appropriations Committee, on which I serve, has advanced budget amendments to the full Unicameral. These changes keep the two-year budget increase at three percent. I would like to highlight some of the proposals.
One important priority addresses the flood damage of 2019. The committee included $55 million for matching FEMA public flood damage claims. This will help fund the restoration of public infrastructure in the state.
The bill also includes an increase in pay for correctional staff. It provides $5.7 million yearly to help retain and recruit staff throughout Correctional Services.
Next is a proposal of $4 million for career college scholarships for key workforce jobs where companies are having trouble filling positions. These would apply to the University, State Colleges, and Community Colleges.
The proposed budget also addresses issues regarding mental health problems and youth in our judicial system. Two new problem solving courts pilot program would help address the unique problems in these areas. The $1 million in funding will rehabilitate these low level offenders and save money over the cost of prison. A related section would help with inmate reentry into society, adding $500,000 for vocation and job training for inmates.
The committee bill also includes $250,000 to reimburse training expenses of volunteer EMS members. We hope this will help rescue squads recruit new members.
The Rural Workforce Housing Development Fund addresses housing shortages in rural Nebraska to help communities recruit new businesses. Due to overwhelming success, the committee proposed a one time $10 million addition to this fund.
Finally, the Appropriations committee has kept funds available for two bills which need to be passed separately. LB 974, which I strongly support, is a property tax bill for $100 million the first year, and we still have the $275 million property tax credit fund.
LB 153 provides an exclusion of 50 percent of military retirement pay from Nebraska taxable income. This helps us compete with neighboring states to retain our retired military veterans who are needed in our workforce.
Feel free to contact me or my staff for assistance, information, or questions on issues.

AT THE LOFTE COMMUNITY THEATRE
"Life with Father", By Howard Lindsay and Russel Crouse
Performances May 29-31 & June 4-7
Auditions March 23 & 24 @ 7 PM
Life With Father is the tale of an epic struggle to have father baptized. The story involves father and wife, Vinnie, along with their young sons, relatives, and friends. The 1939 product on Broadway ran for over seven years and still holds the record of longest-running non-musical play. (The play contains mild adult themes. We suggest PG 13.)
