In the late 1800s, a law created in Lehigh, Nebraska forbid merchants from selling donut holes. One lawmaker claimed donut holes were a waste and believed that by selling the middle of the donut bakers were trying to make an undue profit. Thankfully, the law was repealed in the late 1990s, but these tasty round treats are still hard to come by in the town of Lehigh.

Nebraska Leads the Way

Earning a postsecondary education from a college or vocational school in our current economy is more critical – but also more expensive – than ever.
To ensure that access to higher education remains affordable, many states have taken steps to encourage families to save for future college expenses, in the form of “529” college savings plans, named after that section of the federal tax code.
Research indicates that even a small amount in an educational savings account will lead to increased college or vocational school enrollment and completion. Though there are numerous tax benefits associated with 529 savings plans, they are often underutilized, especially among lower- and middle-income families.
As part of my duties as Nebraska Treasurer, I administer and serve as Trustee of the Nebraska Educational Savings Trust (NEST529), Nebraska’s state sponsored college savings plan. This legislative session I worked with a number of state senators to enact meaningful legislation that will lead the nation promoting access to higher education through innovative college savings incentives. The goal, eventually, is to ensure that every child in Nebraska has the opportunity to attend a two- or four-year educational institution debt-free through smart savings and investment without relying on government assistance.
The legislation, which passed unanimously, establishes the following programs:
- ·The Meadowlark Program: A NEST account will be opened for every baby born on or after January 1, 2020 who is a resident of Nebraska at the time of birth. Beneficiaries under the age of 30 who pursue higher education within the state will have access to these funds for qualified higher education expenses. Funding will begin the year following the birth of the child and parents/guardians have the ability to opt out of the program.
- ·The Employer Matching Contribution Incentive Program: This program provides incentive payments to employers who match their employee’s contribution into a NEST Program account. Beginning January 1, 2022, employers who partially or fully match employees’ contributions in the previous year, can apply for and receive an incentive payment of 25 percent of their matched contributions, up to $2,000 per employee per year. The program may award up to $250,000 in total incentives per year.
- ·The Low-Income Matching Scholarship Program: Beginning January 1, 2022, 200 percent of an account owner’s contribution to a NEST Program account will be matched if the beneficiary is part of a family with a household income at or below 200 percent of the federal poverty level, or 100 percent of contributions if the beneficiary’s household income is more than 200 percent but less than 250 percent of the federal poverty level, up to $1,000 per participant per year. The program may award up to $250,000 in total scholarships per year. Beneficiaries under the age of 30 who pursue higher education within the state will have access to the matched funds for qualified higher education expenses.
This legislation is a cornerstone of my platform as Treasurer and I was delighted to see it pass so early in my term. I especially want to thank Omaha Senators Brett Lindstrom, Lou Ann Linehan, Justin Wayne as well as Gretna Senator Andrew LaGrone and Lincoln Senator Anna Wishart for their hard work on this legislative package.
As President Ronald Reagan said, “If you want less of something, tax it. If you want more of something, incentivize it.” Every Nebraskan with a dream of higher education deserves that opportunity, and this legislative package helps future generations overcome the financial obstacles in their path.

Area Food Banks
The Louisville Area Food Bank will be open on the first and third Thursdays of the month from 6-7 p.m. The food bank is located in the First Christian Church 304 Main St. next to Copple's in Louisville. Low income residents are welcome to come to the twice a month give away. Please bring a box to put items in. This food bank is for residents of the Louisville Public School District.
